What does RHL do?
Realise Health Ltd (RHL), the North East Essex LIFT Company, was established in 2004 under the previous Government's LIFT (Local Improvement Finance Trust) programme, a 25 year public private partnership specifically set up to provide modern, purpose-built facilities within the Borough of Colchester and District of Tendring local communities.
The RHL corporate shareholders include Mill Asset Management (MAM), Community Health Partnerships and the NE Essex PCT, due to be abolished in 2013 according to the Coalition Government's White Paper. No decisions have yet been made as to the transfer of PCT shareholdings and other such assets.
RHL operates under the governance of a Strategic Partnering Board (SPB), and in accordance with objectives set out in the Strategic Service Development Plan (SSDP). This is due to be updated along with completion of the Commissioners Investment and Asset Management Strategy (CIAMS), progress on which has been delayed. This is due to recent structural changes in the PCT which has joined the North Essex PCT cluster together with Mid and West Essex PCTs, all now under the leadership of their Chief Executive, Sheila Bremner.
RHL continues to offer a wide range of value for money partnering services under one umbrella not only to all contractual partners, but also to similar organisations beyond its original boundaries. RHL has the experience and expertise to deliver efficiencies and savings in the provision of services and management of estates, through its own in-house resource and an extensive supply chain.
