Great Clacton & Holland on Sea Primary Care Centre, Kennedy Way

At the Tendring District Council Development Control Committee held on 6th December 2005 Planning consent was given to this scheme subject to a number of conditions.

Work will now progress on detailed design work with a view to commencing construction during 2006.


Great Clacton and Holland on Sea Primary Care Centre

This project is currently under consideration and will comprise facilities to combine four local GP surgeries in a single location on Kennedy Way. Also incorporated in the design are diagnostic facilities, podiatry, out patient clinics, rehabilitation and a pharmacy.

The proposals have now been submitted to the Local Planning Authority for consideration.

The key principles underlying the primary care centre development at Kennedy Way are:-

  • Patient-focused services
  • Increased access to services
  • Integrated working through partnership

The four GP practices which would be moving to the new primary care centre are currently operating in general from inappropriate premises to deliver modern health care services. The practices are:-

  • Frinton Road Medical Centre, Frinton Road, Holland-On-Sea
  • The Surgery, Grove Lodge, Queensway, Holland-On-Sea
  • The Surgery, Epping Close, Clacton-On-Sea
  • The Surgery, North Road, Great Clacton

The planning application concerns the development of one purpose built health centre which will incorporate these four surgeries. The centre will offer all the current primary care services and will facilitate the provision of a range of out patient and diagnostic services.

Benefits for Patients

Through this development patients will enjoy:-

  • a modern, state-of-the art, fit for purpose health centre environment
  • larger, purpose built premises which will provide much needed space for additional doctors and nurse practitioners
  • quicker access to a wider range of consultations and treatments on site that can only be accessed currently by travelling to Clacton or Colchester Hospitals
  • new services
  • better co-ordination of services which will mean fewer visits and more one stop shop appointments
  • car parking with disabled parking provision – the provision of which is intended by the PCT to be provided on a free of charge basis
  • benefit of a health shuttle service for those who need transport assistance
  • improved staff recruitment and retention should benefit patients in terms of continuity of care
  • potential for other primary care services and non-health services to be available on the same site
  • access to a far wider range of diagnostic and screening services
  • a range of nurse led and GP provider services at two satellite clinics

Benefits to Practitioners

The primary care centre will offer clinical accommodation which will enable practitioners to provide high quality, modern primary care services. It will facilitate the attraction of trainee GPs who may continue to remain with the PCT once trained, it will assist the PCT in retaining employed and independent practitioners and support teams and in the PCT’s recruitment campaigns.

Visiting clinical teams will have an environment which facilitates the provision of a wide range of out patient and diagnostic services and provide an excellent opportunity for closer partnership working to take place between secondary care and primary care practitioners together with options for the development of GPs, nurses and therapists with specialist interests.

Stakeholder Involvement

The PCT had previously undertaken consultation with the public on this development in 2003 through Modernising Healthcare Services in North East Essex and Improving Primary and Community Health Services. The outcome of the option appraisal for the primary care centre was that centralizing services on a site at Kennedy Way emerged as the preferred option.

Key stakeholders in the Great Clacton and Holland-on-Sea areas are represented on the Project Steering Group, including:

  • Patient and Public Involvement Forum Members

  • Practice Managers and Support Teams
  • Essex Rivers Healthcare NHS Trust
  • Local Councillors
  • More recently invitation and representation from the Patient Association Committee and the Holland-on-Sea Residents Action Group
