Mike Andrews
- Chairman
Mike was a non-executive Director of Colchester PCT from April 2001
until October 2004 (Vice Chairman from June 2003). He was closely
involved with the Colchester & Tendring LIFT programme from
its inception and will use this experience to further the development
of Realise Health Ltd. Prior to joining the NHS Mike occupied senior
financial positions in the private sector including Group Treasurer
of a FTSE 100 company in the energy sector. He remains a member
of the Association of Corporate Treasurers. Mike is also a trustee
of several large pension funds in the energy sector. Mike has a
particular interest in the provision of services for people with
mental health problems and/or learning disabilities. He is Chair
of Governors of Market Field School (for pupils with autism and/or
learning difficulties) and sits on Review Panels for persons detained
under the Mental Health Act 1983. Mike is married with three grown
up children and lives in Fordham Heath near Colchester.

Jeremy Tilford
- Director - Mill Group
An economics graduate, Jeremy has more than 20 years' experience
in asset and structured finance. He has worked for a number of UK
and international financial institutions, specialising in tax-based
financing for major corporate clients. He later specialised in sourcing
capital finance for public sector bodies, under the auspices of
the Private Finance initiative.

Paul
Cartwright - Director - Mill Group
Role
Paul's prime responsibility is to close PFI deals secured for Mill.
Paul has achieved contractual close on four of the NUPPP Fund's schemes
and the first of the IIC Fund's schemes and also Mill's first LIFT
scheme.

Background
and experience
Paul left the accounting profession in 1982 to join George Wimpey
Plc. After three years in Paris as Finance Director of Wimpey France
SA, he became Commercial Director of Wimpey Construction Developments,
responsible for developing more than 500,000 sq ft of commercial schemes.
Occupiers included the Inland Revenue, the Child Support Agency, the
Land Registry, the MAFF and Whitbread Plc. In 1995 he negotiated the
first PFI in the higher education sector with Greenwich University.
A year later, on behalf of Wimpey Homes, he negotiated the Public/Private
Partnership Framework Agreement for the redevelopment of the Chalkhill
Estate in the London Borough of Brent. In 1998, as a Director of the
Rotch Property Group, he played a lead role in negotiation of the
first PFI Mental Health project with the Sussex Weald and Downs NHS
Trust. |

Jeremy Dolphin
- Director - Partnerships
for Health
Jeremy Dolphin is a Chartered Accountant and former investment banker with over 20 years experience in corporate and project finance. Prior to establishing an independent advisory business, his experience included working for Deutsche Bank, Dresdner Kleinwort Benson and Societe Generale where he was responsible for corporate and project finance advisory and lending roles spanning power, energy, mining and infrastructure sectors (including PFI and PPP projects) in Europe, Middle East, Africa, Latin America and Asia. Jeremy has been retained as an advisor to Partnerships for Health since February 2004, providing advice on the financing terms of LIFT projects and providing strategic advice on the management of the Partnerships for Health investment portfolio.

Sharon Charlton
- Director - Public
Sector Director
Sharon Charlton is currently the Director of Finance for Colchester Primary Care Trust. After graduating from college she became an NHS finance trainee and has worked in the NHS for over 18 years since then. She has worked in a number of sectors within the NHS including health authority, acute and primary care .
